01 April to 07 June
As services have been delivered remotely and practice costs will have been lower over this period, NHS England have agreed with the BDA that it would be appropriate to apply a 16.75% abatement to the total contract value (TCV) across the period 01 April 2020 – 07 June 2020.
This will be enacted through reconciliation over the period to 31 March 2021. This abatement will not be applied to Urgent Dental Care Centres.
08 June onwards
From 08 June 2020 onwards, practices are expected to be open to face-to-face appointments and so NHS England will move to zero abatement on TCVs. Accordingly any practice not delivering the equivalent of at least 20% of usual volumes of patient care activity will be deemed to be non-compliant. More information on contractual from 08 June onwards arrangements can be found within the letter linked above.
To assist with this we've published guidance to help you identify your historic activity volumes and identify baseline activity volumes for your contract on the NHSBSA website. Similarly, the British Dental Association (BDA) also published advice on the BDA website.
Further guidance will be produced and shared on how these evaluations will be managed as part of contract management for 2020/21 in due course.
Discussions are on-going around how the arrangements apply to orthodontic contracts and for practices involved in dental contract reform.
1st January to 31st March
From 1 January 2021, arrangements will be based on the usual contractual metrics: units of dental activity (UDAs), units of orthodontic activity (UOAs), and courses of treatment (COTs). We will waive certain clawback rights for practices that meet the conditions below. The adjusted NHS target for contracts is 45% of the NHS contract target, measured in UDAs, and 70% of the NHS contract target, measured in UOAs only, to be delivered between 1 January and 31 March 2021.
